Why does review count matter more than rating?

Most local businesses cluster between 4.5 and 5.0 stars, so rating rarely differentiates. Review count is where the real spread is: it drives map ranking, and customers read it as proof of volume. A 4.8 with 400 reviews beats a 5.0 with 12 almost every time.
