Open Google’s free Place ID Finder (developers.google.com/maps → "Place ID Finder"), type your business name, and copy the ID that appears — it usually starts with "ChIJ". Alternatively, your Google Business Profile dashboard has a ready-made "Ask for reviews" short link you can use directly.

Does the link expire?

No. The link points at your Google listing itself, so it keeps working unless your listing is deleted or merged. If you ever re-verify under a new listing, generate a fresh link.

Do I need a website for this to work?

No — just a verified Google Business Profile. The link opens Google’s review box directly; your website is not involved.
